In 1917, a labor dispute between copper mining companies and workers in Bisbee, Arizona, escalated into vigilante action against suspected members of the Industrial Workers of the World (IWW). This site provides primary and secondary sources on the strike and subsequent deportation of over 1000 striking miners from Bisbee. It offers a roughly 500-word essay on the incident's historical context, and provides online access to materials such as personal narratives, witness interviews, government reports, newspaper articles, correspondence, and images selected from the University of Arizona Library, the Arizona Historical Society, and the Sharlot Hall Museum in Prescott, Arizona. There are 26 mining and deportation photographs, three maps, 19 IWW publications with color images of the covers, and six images of IWW stickers on the site, along with a bibliography of 34 scholarly works, 11 of which offer links to online, full-text versions. The site provides a partial finding aid that lists items with links to the document texts featured on the site. The site is ideal for studying labor action and labor/management relations in the early 20th century.

This exhibit includes 21 "actuality" films from the Library's Westinghouse Works Collection. Actuality films were motion pictures that were produced on flip cards, also known as mutoscopes. These films, made by the American Mutoscope and Biograph Company in 1904, were intended to showcase the company's operations and feature the Westinghouse Air Brake Company, the Westinghouse Electric and Manufacturing Company, and the Westinghouse Machine Company. They were shown daily in the Westinghouse Auditorium at the Louisiana Purchase Exposition in St. Louis. Brief (roughly 500-word) descriptive narratives accompany each film, along with three to five photographs of factory exteriors and interiors and male and female workers performing their duties. A timeline traces the history of the Westinghouse companies from the birth of founder George Westinghouse in 1846 to Westinghouse's last patent, awarded four years after his death in 1918. Another link offers a Wilmerding News article, dated September 2, 1904, about life in Wilmerding, Pennsylvania, "the ideal home town," where the Westinghouse Air Brake factory was located. A bibliography of 18 scholarly works on Westinghouse and manufacturing in America is also included. The easily-navigable site is keyword searchable and can be browsed by subject. It is a good resource for information on labor and manufacturing in early 20th-century America, as well as on early film.

Did the U.S. manufacture of automobiles come to a halt during World War II?

Answer

Yes, it halted completely. No cars, commercial trucks, or auto parts were made from February 1942 to October 1945.

On January 1, 1942, all sales of cars, as well as the delivery of cars to customers who had previously contracted for them, were frozen by the government’s Office of Production Management. As a temporary measure, local rationing boards could issue permits allowing persons who had contracted for cars before January 1st to secure delivery.

President Roosevelt established the War Production Board on January 16, 1942. It superseded the Office of Production Management. The WPB regulated the industrial production and allocation of war materiel and fuel. That included coordinating heavy manufacturing, and the rationing of vital materials, such as metals, rubber, and oil. It also established wage and price controls.

All manufacturers ended their production of automobiles on February 22, 1942. The January 1942 production quota had been a little over 100,000 automobiles and light trucks. The units manufactured at the beginning of February would bring up the total number of vehicles in a newly established car stockpile to 520,000. These would be available during the duration of the war for rationed sales by auto dealers to purchasers deemed “essential drivers.”

Representatives from the auto industry formed the Automotive Council for War Production in April 1942, to facilitate the sharing of resources, expertise, and manpower in defense production contracting.

The auto industry retooled to manufacture tanks, trucks, jeeps, airplanes, bombs, torpedoes, steel helmets, and ammunition under massive contracts issued by the government. Beginning immediately after the production of automobiles ceased, entire factories were upended almost overnight. Huge manufacturing machines were jack hammered out of their foundations and new ones brought in to replace them. Conveyors were stripped away and rebuilt, electrical wires were bundled together and stored in the vast factory ceilings, half-finished parts were sent to steel mills to be re-melted, and even many of the dies that had been used in the fabrication of auto parts were sent to salvage.

The government’s Office of Price Administration imposed rationing of gasoline and tires and set a national speed limit of 35 mph.

By April 1944, only 30,000 new cars out of the initial stockpile were left. Almost all were 1942 models and customers required a permit to make the purchase. The Office of Price Administration set the price. The government contemplated rationing used car sales as well, but that was finally deemed unnecessary. The government estimated that about a million cars had been taken off the road by their owners, to reserve for their own use after the war.

In the autumn of 1944, looking then toward the end of the war, Ford, Chrysler, Nash, and Fisher Body of General Motors received authorization from the War Production Board to do preliminary work on experimental models of civilian passenger cars, on condition that it not interfere with war work and that employees so used be limited to planning engineers and technicians. Limits were also set on the amount of labor and materials the companies could divert to this.

During the war, the automobile and oil companies continued to advertise heavily to insure that the public did not forget their brand names. Companies also were proud to proclaim their patriotic role in war production, and their advertisements displayed the trucks, aircraft, and munitions that they were making to do their part in combat.

In addition, auto advertisements encouraged the public to patronize local auto dealers’ service departments so that car repairs could help extend the lives of the cars their customers had bought before the war. In the last couple of years of the war, the auto companies also used their advertisements to heighten public anticipation of the end of the war and the resumption of car and truck manufacturing, with advertising copy such as Ford’s “There’s a Ford in Your Future.”

The years between 1820 and 1865 in the United States might be described as one long era of reform, marked by the predominant desire to purify individuals and society at large. To what extent do you agree with this statement?

Answer

The reform movements that arose during the antebellum period in America focused on specific issues: temperance, abolishing imprisonment for debt, pacifism, antislavery, abolishing capital punishment, amelioration of prison conditions (with prison's purpose reconceived as rehabilitation rather than punishment), the humane treatment of animals, the humane and just treatment of Native Americans, the establishment of public institutions for the care of the destitute, orphans, blind, and mentally ill, the establishment of public schools, the abolition of tobacco use, vegetarianism, health reform, homeopathic medicine, woman's rights (including, at first, especially the establishment of a woman's right to own property apart from her husband and her right to sue for divorce), and the amelioration of labor conditions (including higher pay, the right to form unions, the right to strike, and the demand for limits on the number of work hours, and safe working conditions).

Universal Reform
All these causes did not arise at the same time, but were added or fully articulated one by one.

Although many people became convinced or active in one or two of these issues, the leading activists for these causes were often interchangeable, and would meet at loosely linked conventions of reformers, where they shared enthusiasms and political strategies, and jostled for leadership niches in the various reform movements. As each arose, many reformers—who took to calling themselves "universal reformers"—took them on and added them to their own collection of causes.

Moral Suasion versus Coercion

Reform activists during the early part of this period, from about 1820 to about 1840, believed that they could bring about the needed reforms essentially through convincing people, one by one, of the rightness of the cause, or by preaching at them to cause individual "conversion" to the cause. This was called "moral suasion." Unfortunately for the reformers, this did not always bring the success that they wished for—somehow people would not come around to their beliefs, or, at least, not enough of them to spontaneously change the situation that needed reforming. Many reformers, then, abandoned "moral suasion" as their leading strategy and accepted (often, at first, grudgingly) the need for "associated" effort, meaning in the beginning, efforts to organize associations to advance their causes through political action of various kinds. When even this was not found to bring about the desired reform, advocates of these causes—most particularly, of course, anti-slavery activists—began to accept the rightness of using coercive means by the state, including military and police force, to initiate and enforce the reform.

The reformers were often nourished by Anabaptist roots—especially Baptist or Quaker—or by a form of faith that was essentially a moralizing Puritanism stood on its head, which is to say, Unitarianism, whose forebears were strict Puritans, but who had concluded to reform its doctrine of "endless misery," into an optimistic one of a progressively more joyful heaven on earth. This introduced a utopian, millenialist, perfectionist strand into the reform movement, and was responsible for the innumerable small and large efforts to "come out" of the larger society and set up smaller enclaves or utopian communities, such as the well-known Brook Farm community in Massachusetts. Many of these "come outers" soon "came out," not only of religious sectarianism, but of theistic belief altogether, becoming explicit "Free Thinkers" or atheists. Unsurprisingly, the center of the reform movement was New England (especially Boston) and areas further west, like Ohio and then Michigan, where New Englanders were resettling.

This is not a later interpretation of what the self-declared reformers were up to, but was often expressed by the leading reformers themselves, who were individually attuned to philosophical and political trends in Europe, especially in France, Germany, and England, as they evolved after the radicalism of the French Revolution, and the resulting efforts there to abolish monarchies and long-established religious authorities. American reformers read this essentially as an effort to endow each person in an egalitarian society with a supreme autonomy over his or her own affairs. They discovered, however, a paradox at the heart of this effort—autonomous people were wayward and often needed to be coerced into egalitarian reform, which meant that a larger authority, such as the State, needed to negate individual autonomy in order to bring about an egalitarian society. Such has been the paradox at the heart of socialism ever since.

Persistence of the Reform Movement

Historians have often focused on the antebellum period as the "era of reform" in America, culminating in the anti-slavery crusade of the Civil War, but it is also true that 1865 did not mark the end of the reform movement, but initiated a period that persists until today in which reformers, seemingly vindicated by the end of slavery as a result of the war, shifted their thinking so as to focus on the secular State, particularly the federal government, as the main instrument for reforming society along Progressive lines.

How many children under 16 were employed in 1940?

Answer

The short answer is this: If you mean full-time work (with certain exceptions) ―none were employed, at least legally.

This was the result of the signing into law in 1938 (two years before) of the Fair Labor Standards Act. Wake Forest University Economics Professor Robert Whaples puts it succinctly: "the Fair Labor Standards Act of 1938 prohibited the full-time employment of those 16 and under (with a few exemptions) and enacted a national minimum wage which made employing most children uneconomical." Whaples describes the various reasons, apart from the enactment of federal, state, and local laws, why the numbers of children working in industry and on the farm had already declined dramatically over the first few decades of the 20th century before the passage of the Act.

The provision of the Fair Labor Standards Act (FLSA) that dealt with child labor stated: "No employer shall employ any oppressive child labor in commerce or in the production of goods for commerce or in any enterprise engaged in commerce or in the production of goods for commerce."

The FLSA, as further defined by statute, prohibited children under 16 from any kind of employment in certain hazardous kinds of work. The Secretary of Labor has periodically revised such categories of hazardous work. For agricultural work, for example, those under 16 should not be employed in operating a tractor of over 20 horsepower, or a hay baler, a forklift, a power post-hold digger, or a chain saw. Nor should they work in a yard or stall in which there is a bull, boar, or stud horse, a sow with suckling pigs, or a cow with newborn calf.

The FLSA also prohibits those under 18 from certain kinds of occupations altogether. These include occupations that require working with explosives or radioactive materials, operating most power-driven woodworking, baking, or meat processing machines, as well as most jobs in mining, meatpacking, logging, and brick-making.

Some Did Work

The FLSA exempts certain kinds of work, including employment of children by their parents, and church work. Boys and girls also worked (as they do today) at jobs not covered by FLSA regulations, such as office or clerical work, retail sales positions, food preparation, caring for younger children, and so on.

Given these exemptions, what was the actual number working in 1940?

Gertrude Folks Zimand, General Secretary of the National Child Labor Committee, in "The Changing Picture of Child Labor," published in 1944 in the Journal of the American Academy of Political and Social Science (pages 83-91), reported that the 1940 census showed, among 14- to 15-year-olds, a total of 4,347,665 attending school, and a total of 209,347 gainfully employed (no number was reported for children ages 7-14 who were not in school but were gainfully employed, but the number of these children attending school was 15,034,695; the numbers for 16- to 17-year-olds were 3,361,206 in school and 662,967 gainfully employed). The term "Gainfully employed" included full- and part-time work, either in industry or agriculture. There was some overlap in these numbers because some children were in school but were also working, at least part-time. But according to Zimand, 64 percent of the 14- to 15-year-olds and 83 percent of the 16- to 17-year-olds who were working were out of school and were therefore presumably working full time.

I am writing a research paper on women and industrialization. There are conflicting ideas of how industrialization impacted women. Some sources say that more women were confined to the "domestic sphere" while their husbands left home and worked in the "public sphere," while other sources say the industrial revolution was a catalyst for women entering the workforce. Which one is it? Thanks!

Answer

Both are true, though neither is the whole story.

Industrialization and the factory system that helped launch it were both part of a larger shift in the American economy from an agricultural economy to one characterized by wage labor. In 1800, for example, three quarters of the nation's workforce was "agricultural"; by 1900, the industrial and service sectors accounted for two-thirds of the workforce. As wage labor supplanted agricultural labor, growing numbers of women entered the paid workforce while unpaid housework took on new cultural and economic significance.

In a very straightforward way, the industrial revolution prompted women to enter the paid workforce. The textile industry provides a vivid illustration. The town of Lowell, MA, for example, was incorporated in 1826 and soon hosted over 30 different mills. Roughly three-quarters of their workers were women, who became nationally known as the "Lowell Mill Girls." In this the textile industry led a broader trend. Between 1850 and 1900, the percentage of all women aged 16 years or older employed in manufacturing industries—most of whom could be categorized as "working class"—ranged between 16 and 23 percent.

Although much of the actual work that women performed in the "domestic sphere" remained the same across the 19th century—cooking, cleaning, caring for children, maintaining family social relationships, and otherwise managing the household economy—culturally it lost much of its former value. As one historian has put it, the "gender division of labor" that once existed slowly became "a gendered definition of labor": men earned wages outside the home ("labor"), and women did unpaid work ("not labor") within it.

Yet this cultural devaluation of women's household work masked its continuing, deep-seated economic importance. Few working-class male wage-earners, for example, earned enough cash to meet all household economic needs, and relied on women's unpaid labor to make up the difference. In other words, working-class women's unpaid work was integral to the basic process of industrialization, providing a hidden "subsidy" to manufacturers that allowed them to pay less-than-subsistence wages to their employees. In this sense, both of the major types of work that women performed—paid and unpaid—were economically significant components of the industrial revolution in the United States.

According to their website, the Bureau of Labor Statistics is " the principal fact-finding agency for the Federal Government in the broad field of labor economics and statistics." That is to say, when the government needs numbers on the labor force, they turn to the BLS.

If the government looks to BLS, why don't you give it a try, as well? While the site offers a wide variety of statistics and occupational outlook information, the vast majority is either current or catalogs perhaps the last decade. One of the most engaging sections, the one that we recommend to you, is the Spotlight on Statistics. This section includes a grab-bag of statistical topics, presented in colorful, easy-to-follow graphs and charts. We're still talking 20th and 21st century data, but the range covered is greater. Some of the topics aren't particularly relevant to a history classroom, unless used to compare to older statistics located elsewhere.

That said, topics of note include Health Care—both a great tie-in to current events in civics, as well as a source of historical comparison—, African American History Month, and Older Workers. In these sections, find answers to questions such as "What percentage of African Americans held at least a bachelor's degree in 1970? 2008?" and "How has the number of workers over 65 changed since 1948?"

What was farm life like for a girl in the late 19th and early 20th century? What was life like for the children of Ulysses Grant at Hardscrabble Farm? Where can I find historical information about women and their roles within the community—maintaining communication, family safety, and home and farm while husbands were gone?

Answer

Children today may be struck by ways in which their own lives contrast with those of farm children’s in earlier times. One difference is the extent to which girls and boys, from a very early age, were given hard work that was essential to the running of the farm and to the economic success of the entire family. On the other hand, children today might be surprised by how independently children in times past ranged in work and play, far from immediate adult supervision, protection, and surveillance. This was true, not just on the farm, but in towns and cities as well.

Children’s Lives on the Farm

Farms were—and are—vastly different from one another in very many ways, depending on their size, location, the financial resources of the owners, the ethnic background and education of the families who worked the land, and other factors. So I can only offer a few very tentative places where you might begin your reading.

Laura Ingalls Wilder’s Little House on the Prairie series, although fictionalized, provides a good idea of her life growing up on a farm in the Midwest in the second half of the 19th century. An interview that a Works Progress Administration writer did in 1938 with Nettie Spencer colorfully describes her pioneer rural childhood in the 1870s in Oregon. The website of Old Sturbridge Village provides a short essay that includes a useful description of how girls’ and boys’ lives were integrated into the work of their families’ farms, including which jobs on the farm girls and boys were typically expected to do. On children’s education in the 19th century, Pat Pflieger’s website on 19th-century American children and what they read offers plenty of primary sources—articles, book selections, children’s scrapbooks, and photos—from the time.

Hardscrabble Farm

Ulysses and Julia Grant received from Julia’s family as a wedding gift an 80-acre plot of land not far from St. Louis. Grant and some of his friends erected a two-story rustic cabin on the land in 1856. When it was finished, he ruefully named it “Hardscrabble,” and the Grants moved in with their children—Fred, who was six years old; Buck, who was four; and Nellie, who was one year old. Grant, along with slaves whom he and Julia owned, attempted to develop the land and also helped manage and work his in-laws’ farm, White Haven, nearby by growing potatoes, wheat, and other vegetables, tending a fruit orchard, and cutting and cording wood.

Grant ruefully named it “Hardscrabble."

The Grants only lived in the Hardscrabble cabin for a short while. When Julia’s mother died and their fourth child, Jesse, was born in 1858, the Grants moved out and took a small house in St. Louis, where Ulysses worked at various jobs. Consequently, the Grants’ children were all really too young during the family’s stay at Hardscrabble to have done many chores.

Farm Women

In 1982, two books were published almost simultaneously that shaped many people’s ideas about 19th-century women on the farm. They were Lillian Schlissel’s Women’s Diaries of the Westward Journey and Joanna Stratton’s Pioneer Women: Voices from the Kansas Frontier. Together, they give the impression that the lives of farm women were ones of extreme hardship, isolation, and degradation. However, Amy Mattson Lauters’ 2009 book, More Than a Farmer’s Wife: Voices of American Farm Women, 1910-1960, tells a different story in which farm women thrived, happily independent of the city, and “saw farming as an opportunity to be full partners with their husbands and considered themselves businesswomen central to the success of their farms.” Lauter considers evidence from interviews, but also from the many journals and magazines that farmers and their wives subscribed to, such as American Agriculturalist, New England Farmer, Southern Cultivator, and The Farmer’s Wife (many issues of these magazines, back into the 19th century, are available online at Google Books). An interesting letter from “A Lady”—clearly a farmer’s wife—was published in The New England Farmer in 1852. She wrote:

But there are those who sincerely believe, that no class of women in this country, do work so hard as the farmer’s wives. That circumstances often require this, it is useless to deny. But that a woman is constantly to work, and have no leisure, because she is a farmer’s wife, I do deny. A man who owns a small farm, is not required to hire much help, so that the labor of his wife is not very great. One who owns a larger one, and is required to hire help “out of doors,” if he manages as he ought, with economy and skill, will also be able to hire all needful assistance “in doors.” Where a man owns a large farm and is still unable to hire all needful help for his wife, we infer that there is an exception, and is not the general rule. Bad management, an avaricious disposition, or anything which tends to increase the burden of the wife, are wrong management somewhere, and this makes not necessarily the result of tilling the soil, but these same habits and traits of character would exhibit themselves in any other situation in life, and of course the result would be the same.

The correspondent had been moved to write her letter after she overheard two women from the city disparage one of their friends for having married a farmer.

The Henry Ford Museum’s "Early 20th Century Migration—Transportation: Past, Present and Future" is a thematically rich teaching unit. Through artifacts, documents and photographs, students explore the overarching question, What pushes and pulls people into new ways of life? How did the lure of jobs in U.S. factories “pull” Europeans and people of the American South to northern cities and new ways of living? The lessons are both rigorous and relevant, and continuously engage students in considering the impact of the past on the present.

Dubbed an Educator DigiKit, the unit includes extensive materials for teachers. The Teacher’s Guide includes timelines on various historic themes relevant to the lesson topics, a glossary, bibliographies, connections to Michigan and national standards, and field trip suggestions. The lesson plans introduce the assembly line concept, technological and economic forces that cause large-scale migration, fair labor issues, challenges faced by immigrants, and the ongoing changing nature of work up to the present. All of the lessons include links to primary sources in the Henry Ford Museum Online Collection and they utilize a range of activities, including simulations, math-based problem solving, and source analysis.

Teachers will want to consider supplementing this unit by incorporating a rigorous, systematic approach to analyzing primary sources. Borrowing one from another site (see possibilities here) could strengthen the individual lessons and unit. A rich resource, 20th Century Migration honors middle elementary children by challenging them to ponder and interpret significant topics in history that continue to affect their world today.

In this lesson, students use oral histories to consider workers’ motivations (and reluctances) about joining labor unions in the cotton mills of North and South Carolina in the early 20th century. The website provides both audio recordings and transcripts of the oral history excerpts, allowing students multiple access points to the content.

The lesson introduces oral history as primary source and can be used to help structure class activities where students will gather oral histories. The website provides additional ideas for using these primary sources in an online guide to oral histories in the classroom. The brief excerpts (and accompanying background information) included here present challenges faced by cotton mill laborers, as well as concerns over the possible consequences of unionization. Peoples’ reasons both for and against union involvement are included. In this way the lesson illustrates contrasting perceptions on unionization and the necessity to look for varied perspectives when conducting historical research.

Students, in groups, write a speech about the merits of joining (or not joining) the union. We suggest that teachers be explicit that this speech be composed as if addressing this early 20th-century audience, and ensure that students have sufficient background knowledge about the specific historical circumstances to construct a realistic speech. Asking students to consider how similar or different the stated concerns are to those of modern-day workers confronted with a similar choice may help with illuminating historical context, as will additional background information. Teachers could also add a “context checker” to group roles to ensure this is taken into account.

The short, contrasting oral history excerpts included make this lesson a good way to introduce oral history and show its usefulness to understanding the past as well as to learning more about the labor movement.
